Georgia DFCS Out-of-Home Care funding: what it does and does not prove

Out-of-Home Care is a specific DFCS budget program supporting placements and related care when children are outside their homes. It is not the whole child-welfare system. A cost statistic about transportation, behavioral aides or another delivered-service subset must not be applied to the entire OHC appropriation without evidence.

1. DFCS projected an up-to-$85.7M FY2026 state-funds mismatch.
2. The final amended budget contained a +$81,094,424 state utilization-and-cost line.
3. A separate -$371,500 state transfer produced an approximate +$80,722,924 net state-authority increase.
4. Final amended authority was $449,120,594 state / $581,237,497 total.

Signed HB 974 ↗ contains $426,575,251 state / $556,580,812 total in gross OHC authority. Its comparison schedule contains a +$50M state / +$53.395M total utilization-and-cost adjustment. The state line is not expressly labeled one-time, but FY2028 continuation is unresolved.

An appropriation authorizes spending; it is not the same as final actual spending. Total funds include federal and other sources with eligibility, documentation, payer and reimbursement constraints. “Use federal money” is not a guaranteed substitute for state authority.
