The fair conclusion

The state had substantial fiscal capacity when the foster-care shortfall emerged, and lawmakers later used the amended budget to substantially backfill Out-of-Home Care. The strongest accountability question is therefore not whether Georgia eventually spent more. It is why emergency service restrictions were necessary before the funding problem was corrected, and whether FY27/FY28 planning will prevent a repeat.
