How the record is verified

1. Signed appropriations, legislation, agency directives and official fiscal records.
2. Official hearing notices, video, testimony and current institutional role pages.
3. Reputable reporting for impact, interviews and context missing from fiscal documents.
4. Independent analysis for interpretation, always labeled and never substituted for law.

Every material amount identifies proposed versus enacted status; original FY versus amended FY; state versus total funds; authority versus actual spending; projection versus final result; and whether recurrence is stated, unknown or inapplicable.

Scale comparisons do not imply legal fungibility. Final amended FY2026 and original FY2027 are unlike-year measures; their difference is a warning signal, not automatic proof of a shortfall or cut.

The approximate AFY2026 net state-authority increase is $81,094,424 in the gross utilization-and-cost line minus a separate $371,500 state transfer, or $80,722,924. The public ledger exposes both inputs rather than showing only the rounded net figure.

Each claim has a stable ID, sources, locator, owner, verified date, review deadline, counterargument and public surfaces.
